The C.E. after his name probably meant that he was a Civil Engineer. Today that would be P.Eng. in Canada (Professional Engineer). It does not imply that the person had a university degree (that would be B. Eng. for Bachelor of Engineering) but rather that he passed the test to qualify before the college that certified Engineers much like lawyers would have to pass qualifying exams at the provincial college that regulate their profession (Osgoode Hall in Ontario for example).

This information is found on a transcript of a gravestone in Modreeny Cemetery.

"Also in never fading memory of their father and mother, Edward P. McLoghlin M.D., F.R.C.S.I., who entered into his rest 27th July 1862 in the 48th year of his age and Elizabeth his wife who fell asleep in Jesus 14th Feby 1872 in her 58th year."

Together with this and the fact that an E. McLoughlin appears in the Rate Book for Modreeny occupying three parcels with houses and lands in 1843 leads me to suspect that this man was a brother of Catherine McLoughlin Whelan. So I am tentatively making this connection for now pending more concrete information in this regard.
