Jean Payne - (May 12, 1939 - March 04, 2020) - It is with great sadness that we announce the passing of Jean Payne (Croft), former Member of Parliament, following a lengthy illness.
Jean was predeceased by her beloved husband, David Payne; parents George and Mary (Morris); treasured brother George; infant siblings Marion and Francis; and brother-in-law Mick Dalton. She leaves behind her cherished sisters Eleanor Powell (Sandy) of Greenfield, NS; Madonna Dalton of Cape Broyle, NL; and Esther Barrett (Richard) of St. John's, NL; dear sister-in-law Margaret Croft of Aquaforte, NL; many nieces and nephews, whom she considered her own children; a large group of great nieces, great nephews and cousins; and a large circle of friends.
Jean was born Mary Genevieve Croft in Aquaforte, NL, the second oldest child of George and Mary. It was while growing up in Aquaforte that Jean met the love of her life, David, and they were inseparable partners for more than fifty years until David's death in 2013.
From childhood Jean was intelligent, ambitious and determined -traits that shaped her life to the very end. She excelled in school, graduating at fifteen and setting off into the world. Early in her career she and David moved to Toronto where she entered the field of marketing and public relations. After a few short years Jean and David, both passionate Newfoundlanders, felt the pull of home and returned to Newfoundland, where Jean embarked on a career as a serial entrepreneur and David returned to his calling as a fisherman. In the ensuing years Jean founded several successful businesses in the fields of personnel services, executive search and legal support services.
Jean was a passionate advocate for what was important to her, and this passion was the catalyst for her entry into politics. As the spouse of a lifelong fisherman and fisherman's union representative, Jean was committed to supporting the fishing industry and the people of rural Newfoundland who depended on that industry. She was deeply affected by the 1992 closure of the inshore fishing industry. The following year, Jean ran as a Liberal and was elected as Member of Parliament for St. John's West, the riding that included many fishing communities including her home community on the Southern Shore. Jean held this position until 1997, following which she returned to private business.
Jean was a force to be reckoned with. She was a trailblazer in business and politics, never daunted by the barriers facing women of her time. Her strength of will and her indomitable spirit made her a fierce adversary -and just as fierce a friend. Jean was a loving and generous sister, sister in law, aunt, great aunt, friend. She gave us enthusiastic support in our times of joy, and tireless assistance in times of need.
Visitation will be held at Caul's Funeral Home in St. John's on Thursday, March 5, 2-5 pm and 7-9 pm; and at Fahey's Funeral Home in Fermeuse on Friday, March 6, 2-5pm and 7-9 pm. A funeral mass will be held at Holy Trinity Church in Ferryland on Saturday, March 7 at 11:00 am.
Flowers are gratefully accepted, or in lieu of flowers donations may be made in Jean's memory to the Cancer Society of Newfoundland.

Jean Payne (12 May 1939 – 4 March 2020) was a member of the House of Commons of Canada from 1993 to 1997. She was born in St. John's, Newfoundland, and was a businessperson by career.
She was elected in the 1993 federal election at the St. John's West electoral district for the Liberal party. Payne left federal politics after serving in the 35th Canadian Parliament and did not seek another term in office in the 1997 federal election.

As a young woman, Jean (née Croft) Payne had a determination to succeed against the odds. And she did. Throughout the course of Payne's life, she fought for causes close to her heart and changed countless lives. She passed away on March 4, aged 80.

Jean (née Croft) Payne was a force to be reckoned with in politics and business.
As a former Liberal MP for St. John's West from 1993 to 1997, Payne achieved a voice to be heard – and used it to speak up for the voiceless. She supported causes close to her heart - the struggling fisheries and rural communities she knew firsthand in Newfoundland - while standing shoulder-to-shoulder with her male counterparts.
Her determination to succeed against the odds, as a woman, was a great feat. But nothing lit up her eyes and brought an even bigger smile to her face than family.
"My sisters and cousins were extremely close to Aunt Jean. We had conversations with her all the time. The day before she died, my cousin put me on FaceTime with Aunt Jean from the palliative care unit. She said to me, 'I'm so grateful to have had you. You were one of my daughters,'" said Bonita Croft, while remembering her beloved aunt, who passed away from cancer on March 4.
She revelled in her nieces and nephews' accomplishments and hurt in their disappointments.
"Family was so important to Aunt Jean. She often remarked that while she and Uncle David (Payne) didn't have any children of their own, their nieces and nephews took this place. They felt blessed to have those bonds," said Mary Oates, as she recounted the large family gatherings fondly at her aunt's home in Aquaforte and then, years later, in St. John's.
"Aunt Jean loved bringing friends and family together. There was no such thing as too many people; for her, it was the more, the merrier. We could always count on her dinners being delicious and about two hours late. Her dinner parties were notoriously behind schedule because she enjoyed the sense of togetherness too much to worry about being on time."
Payne brought a sense of bravery, courage, and grace to the table. But behind closed doors, she was a sentimental person.
"She kept every photo ever given to her and had mementos from virtually every special occasion for decades. Yet, her house was always as neat as a pin. She knew where to find anything you asked about, even from the files and boxes she had stored in the attic or basement," said Oates.
"Aunt Jean had a memory to share for every picture, ornament, and artifact, and she treasured each one. She showed tremendous poise, even as a young woman, in every picture taken, too."
Payne touched countless lives with her generosity, not always with money but often with her time and desire to help.
"She'd do anything for anyone," said Oates. "She had a lasting impact on so many people, who were truly appreciative of her support, friendship, guidance, and mentoring."
In the end, there were no "what ifs" or lamenting on missed opportunities.
"She had travelled the world and forged some incredible relationships along the way. It wasn't lost on her how remarkable it was for a woman from a small town in rural Newfoundland to have those opportunities. She was very grateful and felt truly blessed by the life she lived," Oates said.
"She taught me that life will always present you with obstacles. She told me that we all make mistakes, and things won't always work out the way we think they should, but that doesn't mean we've failed, and it doesn't mean we should stop trying. She never stopped trying." 3923
