From the St. Thomas's baptismal and birth records for Jessie and Albert Charles it would appear that they were twins but there may have been a transcription error made on the NGB website or in the church register.

When I looked at my notes on the Bayleys I noticed they had a number of people going to Australia. Albert Charles Bayley died 9/1884 in Australia, Frederica Susanna Bayley md Charles Nuttall Thorne died 14/12 1892 in Melbourne, Australia - These Bayleys were children of James Bayley and siblings to wives of Thomas Clift and Theodore Clift.

Dear Doctor MacPherson,

On getting your letter of the 19th about Sir F. B. T. Carter's 1846 marriage to Miss Bailey of Hr. Grace, I felt sure she was one of the family there from whom my friends the late Canon A. G. Bayly, of Bonavista, and his nephew, Philip Bayly Rendell, of St. John's, descend, and rang up the latter to make sure. He told me that was the case, and added that he had given you some details about it. He said that there were three brothers about 1830 here, James Bayly, of Hr. Grace, from whom he is descended (I always knew that the Canon's forebears were of Hr. Grace placement), George Bayly, fahter of Lady Carter, and Robert Bayly, Customs Officer of Trinity, who married a Miss Kelson. The correct spelling of the name is Bayly, by the way. Miss Kelson was a sister of William Kelson, Jr., one of whose two daughters was the wife of George Mews and thus the mother of Arthur Mews and his siblings (wot a word!). A daughter of this Bayly-kelson marriage, Jessie Elizabeth, married in 1866 John Shears (presumably of Openahall, B.B.); perhaps this couple were the direct grandparents of the late Rev. Hugh Kirby and his first cousin, the late Max Shear who died here about a year ago. I have a file on the Carter family which you can see at any time.

From the St. Thomas's baptismal and birth records for Jessie and Albert Charles it would appear that they were twins but there may have been a transcription error made on the NGB website or in the church register. The 1828 record of birth may be an error on my part as a second search turned up only the 1836 record. However there are many duplicate records on the NGB webiste and they are often at odds with one another, having been made at different times by different volunteers.

I note also that there is a baptismal record for a Jessie Bayly in the St. Paul's Trinity register on NGB dated 11 April 1836. It would be a tremendous coincidence if these were not the same person. So it seems that the family resided in Trinity but that the christening was recorded both there and in the Cathedral register. Not unusual at the time. The parents' names are not given in the Trinity register oddly.
