I am making a leap by concluding that Agnes and these children belong to John Thomas because he was the last Wheeler listed on the McAlpine Directory on Torbay Rd. in 1898 and she and the children were the only Wheeler's listed on the 1921 Census in that region, she being listed as a widow at the time. Her birth year is also close to that of John's.

She was a widow and the head of household which included sons Philip and Peter in the 1935 Census. She was said to be living on her income so I suspect she was renting at least some of the property formerly granted to her late husband, John Thomas Wheeler.
