The 1889 Voters List for Hearts Delight found on the Nfld. Genweb site gives Joseph Bishop as the name of the father of three voters - Jacob, aged 35 (Mom's grandfather), William, aged 57 and Corbet, aged 33. Unless there is an error on the site or on the voters lists, it is highly unlikely that William is the brother of Corbet and Jacob due to the age difference. More likely he is their uncle and their father, Joseph, and William were also the son's of another man named Joseph Bishop. I am using this as a working hypothesis for now.
On the same voters list there are three other fishermen named Bishop: George, aged 55; John aged 42; and William aged 61; all listed as sons of a George Bishop. Because of their ages, my guess is that the father, George, is the brother of the older Joseph Bishop and I am slotting him in as such for now.
080608: The following notes were taken from Jennifer Bishop's website but are probably actually notations provided by others including Dave Short and others:
Joseph BISHOP was born about 1796 in possibly, Lower Island Cove, Conception Bay, Newfoundland. He died about 1868 in Heart's Delight, Trinity Bay, Newfoundland. Joseph married Hannah. Joseph resided about 1845 in Heart's Delight, Trinity Bay, Newfoundland.
NOTES:
1. Everett Bishop says: (e-mail Jan 28, 2001) "I have no idea where he came from. Oral tradition in Lower Island Cove says he came from there but I have not been able to substantiate that. It seems that he had a brother William with him and his father's name was also Joseph". (e-mail Feb 15, 2001) "The reason I have sought for my Bishop connection in Lower Island Cove is that when my Grandfather died in 1939, my grandmother, Annie, when asked where he was from, for purposes of completion of the death certificate, replied "Island Cove near Harbour Grace". Grand mother was illiterate and I'm sure did not know what the person was writing. The person completed the form with the place of birth showing as "Harbour Grace", which I know is not entirely correct. Also in Lower Island Cove for many years around the mid-1800's the name Joseph Bishop is continued generation after generation. But, then, Joseph Bishop is a very common name, especially in the South of England."
Island Cove, Harbour Grace, Conception Bay has a large number of Bishops listed in the early census data for the area. Many of these individuals appear in (Lori-Ann) Larc's research (larc@buckeye-express.com / http://www.dreamwater.com/larc/Genealogy/Genealogy.html), so perhaps Joseph is a descedant of John Bishop 1764 from Dorset. On GenForum she mentions that John has a brother Joseph and that she has his descendant line. Larc has taken down her Bishop charts for updating. I have her old charts on file.
Seary's family names book also lists a "Henry, of (Upper) Island Cove, 1785 (Co 199-18)" that might be related.

I personally think she (Jennifer Bishop) has made a mistake and that the Joseph Bishop born in 1796 is actually the grandfather of this family, not the father. More than likely he would have been born about 1820-25. Note my information above on the Voter's list for 1889, long after this man was supposedly dead.
I am therefore taking what I can from her information on the Joseph born in 1796 and transposing it to the grandfather and leaving the information on the father as I have it so far. I will check with her and others to see if they agree with this.

It is to be noted that Jennifer Bishop is extremely opinionated about her research results and has challenged me in no uncertain terms about where my great grandfather, Jacob Bishop was born. She accepts the ONLY piece of information in support of Heart's Delight, which was the Vital Record transcript of his marriage. On that form it also states he was a fisherman, as it does for ALL the men on the forms from that church. Jacob Bishop was known to be a carpenter and shipright, an unsuccesful farmer at Highland Hill, and a government inspector of wharves and bridges later in life. There is no evidence that he ever caught a fish in his life! So accepting the information on that form as gospel is foolhardy. But that is evidently the evidence she has used to challenge my contention that he was born in Shoal Bay/Harbour (later Cavendish).

090608 from Jennifer Bishop's website: Joseph BISHOP [Parents] 1, 2, 3 was born 4, 5 about 1847 in Heart's Delight, Trinity Bay, Newfoundland. He died 6 about 1887. Joseph married Jane COZYNOOK.
Other marriages:
HARNUM, Selina
NOTES:
1. In her Bishop family file, Joyce (Bishop) Dobbie has a Joe Bishop and Jane Cozynook or Cozynoot - no children. I can't really decipher her writing, so the last name may be very wrong, also I'm not sure what relationship Jane is to Joseph/Joe, nor which Joseph/Joe she is referring to. The reference is placed just above this Joseph (it might be his father and mother).
MARRIAGE:
1. Per Everett Bishop (Wiltshire file):
"November 24, 1883 - Joseph Bishop, son of Joseph Bishop, of Heart's Delight, widower, marries Selina Harnum, spinster, of Heart's Delight. Witnesses: Joseph Wiltshire and Drusilla Harnum"
2. Per Dave Short's Bishops of Heart's Delight file:
"Joseph marr.12/24/1883 to Selina Harnum at Hearts Delight. Witnesses: Joseph Wiltshire & Duisilla Harnum. He, widower, age 35. She age 28. Both from Heart's Delight." Source VS Vol 61
Jane COZYNOOK 1 died 2 before 1883. She married Joseph BISHOP.
>>>>>>>>>>>>>>>>>>>>>>>>>>>> I personally doubt his first wife's name was Cozynook or anything like it. It was probably Chislett or Crocker, two local names that begin with C.

Not sure why Upper Island Cove was previously assumed by Jennifer Bishop.

I do not believe that any of the children bearing the surname Bishop in this blended family were born in Winterton. I think only the step children of Eleazor, the children of his second wife, Annie, whose husband's name was Downey, were born in Winterton. I suspect either the census taker got confused or the person doing the transcription for NGB. I think all the Bishop children were born in Heart's Delight.
250917:
Everett Bishop's family tree on MyHeritage seems to imply there were at least six more children of Joseph Allan Bishop who may not have been the children of Greta or vice versa. They are not identified by Christian name online but show up in the family tree as blank boxes with one of them apparently a female shown as having the surname Smith (née Bishop). I have these six shown as children of the couple but they may have been illegitimate.
