The owner and manager of Mount Scio Savoury Farms, Carter was first elected to the House of Assembly in 1971, as a Progressive Conservative. He served briefly as Minister of Education in the cabinet of Frank D. Moores.

Found this obituary today as a result of an article in the Telegram sent to me by Enid O'Brien which indicated that he had recently passed away. This is from Carnell's Funeral Home:

Passed peacefully away on Dec 29th in St. John's after a brief illness, John Carter, age 84 years. Predeceased by his parents, Alan and Eda (nee Pittman); his sisters Margaret Halleran and Elizabeth Gibson. Leaving to mourn his wife Brenda (nee Murphy); sons Ian (Daphne), Jeremy (Leisha); daughter Alison (Geoff); 6 grandchildren, Jessica, Havelah, Angus, Genevieve, Linus and Sandy; sister in law Elizabeth Murphy; also a number of other relatives and friends. John was the founder of Mt Scio Savoury Farm and served as Minister of Education (1972) and MHA for St John's North (1971-89). A special thank you to all the staff at the Health Sciences Center Cardio Vascular ICU. The family will be accepting visitors at Carnell's Funeral Home, 329 Freshwater Road, on Wednesday January 3, 2018 from 2-4 and 7-9 p.m. A memorial service will be held at the Carnell Memorial Chapel on Thursday January 4 at 2:00 p.m. Per John's request, donations in his memory may be made to Lakecrest Independent School, Patrick St. St. John's (www.lakecrest.ca).

Mr. Carter passed peacefully on December 29th, 2017, aged 84 years.
Staff and students at Lakecrest School are deeply saddened by the news of Mr. Carter's passing. We would like to offer our sincere condolences to the Carter family at this difficult time.
We will remember Mr. Carter for his wonderful work as a founding member of Lakecrest school. His generosity and contribution to learning was unending and our students and teachers will greatly miss visiting Mr. Carter during annual trips to Mt Scio Farm. Our thoughts and prayers are with the Carter family today and in the coming months.

John Arthur Carter: Farmer. Politician. Raconteur. Thinker. Born May 15, 1933, in St. John's, Nfld.; died Dec. 29, 2017, in St. John's, of complications following cardiac surgery; aged 84.

John Carter was a quiet, genteel man whose 250-pound frame stood 6-foot-5, in Size 15 shoes. He spoke with a soft St. John's accent and could tenderly cradle baby ducklings in his massive farmer's hands. He was defined by a generosity of spirit, quick intellect and mischievous wit, and he was a politician of singular purpose.

The youngest of three children of Alan Carter, a local fish trader, and Eda Pittman, John grew up in a stately St. John's home with two sisters and four maiden aunts who doted on him. He spent his summers at a Victorian estate on Mount Scio in the hills north of St. John's, which began a lifelong love affair with the land. "People say, 'Do I own the land? And I say, 'No, it owns me,'" was how he put it in later years.

After obtaining a BA in history from Memorial University, John took a job as a government social worker. On his time off, he volunteered as a stagehand in St. John's. Backstage, he encountered Brenda Murphy, a local woman playing bit parts here and there, and he joined the theatre's social scene. Marriage followed in 1960.
By then, John had turned to farming at Mount Scio. The land gave him a variety of crops, but its primary product was summer savoury (Satureja hortensis), an essential herb for poultry stuffing in Newfoundland. When a horticulturalist on a radio show mentioned that the Romans used savoury as an aphrodisiac, sales hit an all-time high. John joked that he would be set for life if he could rename his savoury "Satureja erotica." The farm prospered as a family enterprise with Brenda the bookkeeper, son Ian in sales and finance, Jeremy hands-on with the crops, and daughter Alison tending the rose garden.

John was drawn to politics by an intense antipathy toward J. R. (Joey) Smallwood, Newfoundland's bombastic, high-handed premier, and was elected to the house of assembly in 1971 as a member of the Progressive Conservative party that ousted Smallwood from office. Smallwood once called him "a despicable cur," which John considered an extraordinary honour.

John's rambling mind probed topics as diverse as modern philosophy, British history, higher mathematics, astronomy and fine wine. To his children, he was a fount of information, sharing his own wide-eyed wonder at some new discovery or other. During the Cold War, John learned to speak Russian as his personal way of helping rapprochement between East and West. In St. John's, he put it to good use helping many Russian seamen in need of an interpreter.

At Mount Scio, the door was always open for a visit and a cup of tea. Come Christmas, without fail, friends found a jar of Mount Scio Summer Savoury, tied with a red ribbon, on the doorstep. The last one came in December, right on schedule, a fitting and final farewell.
